Are Cerebral Palsy kids eligible for Disability?

My son has cerebral palsy and is now 28 months old and is unable to walk or stand (Basically, its effected to his leg). We are getting his Development, Speech and Physical Therapy. I can see very few improvements but that is with his muscles but not with his walk or stand. He has his braces and wearing for 9 to 10 hours a day. Most of the times he is crawling but never tried on his own to stand or pull himself for standing position. If someone gives him little support then he will try to stand but that to very few times. In this case, what could be his future? Will he be able to walk on his own? Do we get disability benefit? If yes, then what should I have to do? I have concern for his potty training and how to get rid of diapers?
