I have pretty bad plaque on few of my bottom teeth...?

Sounds like Tartar if it doesn't come off the first time you brush your teeth. Plaque is soft and lose, it should come off when you brush your teeth. But if you're having trouble getting it off, it IS tartar. You have to go to a dentist to get tartar off your teeth.
