Polymer or Steel SKS Magazines?

I have a Chinese SKS and it came with one polymer mag. It is rather crappy (says it holds 20 rounds but on holds15) and causes jamming and super stiffness when trying to fully load the mag. Do steel mags work better or is it just this particular polymer mag that is faulty?
