Why is the standard enthalpy change of formation difficult to determine directly?

brian has it mostly correct, except that the elements are not in the gas phase, they are in their standard state. Some elements are in the gas phase (like H2, Cl2, N2, etc.), but most are in the solid phase (like C(diamond), Fe, Na, etc.), and only mercury (Hg) is a liquid in the standard state.
